The first issue of the Newsletter is dedicated to the general introduction of the EU Eastern Partnership Programme "Covenant of Mayors - Demonstration Projects» (CoMDeP) funded by the EU. In particular, it contains an overview of the Program itself, the main activities, facts and figures, as well as a brief description of the 19 Demonstration Projects that are the core part of the Programme.
Under the terms of participation in the European initiative "Covenant of Mayors", each signatory city is required at least once a year to conduct a large-scale event to raise awareness of its citizens in matters of respect for the energy and climate. In this context, the cities that participate in the EU Eastern Partnership Programme "Covenant of Mayors - Demonstration Projects» (CoM-DeP), the recognized leaders of Covenant implementation among medium- and small-size municipalities in their countries, are obliged to become a good example for the rest in preparation and holding of such kind of events.
The role of street lighting could be hardly overestimated. It is not only the factor of safety and comfort, but also an integral element of a positive psychological climate, and, therefore, the index of civil society level in ceratain municipality. Thus, the improvement of energy efficiency of lighting systems through the applying of modern technologies and technical solutions is a priority for cities in majority of the European countries.
In the vast majority of post-Soviet countries the municipal district heating systems require urgent reconstruction and renovation. In the context of a sharp increase of energy prices a comprehensive modernization of infrastructure in these systems is more relevant than ever. In combination with the latest technological innovations and the use of alternative energy results can be very impressive.
The issue of proper technical condition of residential and municipal buildings in the Eastern Partnership countries is very serious. Every year this problem increases not only at the level of individual owners but also overall at the national economy level. Energy costs for the maintenance and creation of comfortable conditions for the residents exceed 2.5-3 times the current UE standards. The maintenance costs for services provided for heating and water supply are also unnecessarily high.
The year 2016 was extremely saturated, filled with different tasks and very interesting, non-standard work for Support Team of CoM-DeP. The current newsletter summarizes all the main information about events of the year. We hope that we will be able to pass at least partially the extraordinary atmosphere of openness, support and a sincere desire to share practical knowledge and good practices on implementation of major changes in the municipalities quickly, professionally, transparently and efficiently.
