The EU Programme 'Covenant of Mayors – Demonstration Projects' (CoM-DeP) was developed at the level of the European Commission to respond to the challenges facing small (with population up to 200 thousand residents) towns which are the signatories of the All-European initiative 'The Covenant of Mayors' in the Eastern Partnership countries in the context of absence or undue level of their own technical and financial capacity to implement Sustainable Energy Action Plans (SEAPs). The program aims to adequately support the implementation of the action plans submitted by the selected towns by the professional Support Team. Within a two-stage competition the European Commission selected19 projects-winners (11 of which are in Ukraine, 3 – in Moldova and Belarus each, 1 – in Armenia and Georgia), which involve in total 23 municipalities. Each leading organization and/or town has signed grant agreements with the European Commission. The overall planned scope of grant funding makes up 14.2 mln. Euros.
On February 19, 2015 in Kyiv there took place a starting meeting of the Program's projects, and on April 27 the capital of Ukraine hosted a two-day international consulting meeting organized by the Support Team and the EU Delegation. The plan includes conducting trainings and providing individual consultations for the towns participating in the Program.
All the projects started their activity mainly in April 2015 with starting seminars part of which have already been conducted or are now at the stage of energy audits in the facilities where the project actions will be taking place. The Support Team of the EU Program 'The Covenant of Mayors - Demonstration Projects' provides advisory assistance to projects throughout the whole period of their implementation through involving its own expert potential in the process, conducting trainings, webinars, arranging ongoing technical supervision over the works being done.
